Project Caregivers: rights, protections and opportunities

SHORT DESCRIPTION OF THE PROJECT: The project aims at launching, in order to integrate public and private services in the field of home assistance to the elderly, an advisory, support and mediation service designed for exploration, connection and implementation of the different informative sites already existing, through two information desks in Italy, in Rome and Latina, one desk in Egypt, in Cairo, and one desk in Romania, in Bucharest.

OBJECTIVES: ● Launching a series of initiatives to globally respond to the problem of home assistants and caregivers, in the context of care for dependent elderly people. ● Integrating public service and private market for home assistance. ● Promoting regularization of undeclared home care work and understanding of its peculiarities. ● Qualifying the labor market related to home care work through regulation and professionalization of workers. ● Connecting private market of home care work as a network resource for municipal welfare. ● Qualifying and strengthening information, consulting and mediation services for workers and families. ● Promoting social integration for immigrant workers through recognition of their rights and opening up of new professional perspectives. ● Promoting training activities, for workers who reside in Romania and Egypt, composed of modules designed to promote: knowledge of Italian legislation, rights and duties for workers residing in Italy; Italian language; professional training for counseling and enhancing basic competencies of those women coming from different socio-professional contexts, aiming at their integration in our Country.

ACTIVITIES:

  • Interviews, through questionnaires, with workers of the target sector.
  • Development of a database supporting information and matching supply and demand between, on the one hand, foreign workers and, on the other hand, families and local population.
  • Analysis of points of contact and integration possibilities between public and private home care and assistance, involving all the workers delivering these services.
  • Arrange a training process which can be used by foreigners in their Countries of origin (Egypt and Romania) in cooperation with trade unions of those Countries.

RESULTS:

  • Creation of 2 desks, in Rome and Latina, acting as front-office, aiming at facilitating the regularization of new immigrant workers and pending dossiers, completed.
  • Optimization of relations between employers and workers of the target sector, achieved.
  • Support to employers and workers of the target sector in the field of contractual management, provided.
  • Matching between demand and supply, and back-office for in-depth analysis of issues related to requests of counseling and for the management of the database, implemented.
  • Creation of 2 desks in Cairo and Bucharest for counseling and informing on Italian labor market and rights and duties related to the migration project, intended for those persons interested in migrating to Italy, completed.
  • Creation and management of a database for supporting information and counseling for those workers targeted by the project, completed.
  • Final seminar, with the participation of all the actors taking part in the project, together with social and institutional actors involved, organized.
