SHORT DESCRIPTION OF THE PROJECT:
The project aims to improve living and working conditions for Haitian workers in the informal economy, supporting their inclusion in social protection systems, strengthening social dialogue and workers’ representative organizations, sustaining job creation and decent working conditions through technical and professional training activities and promoting microcredit to facilitate job placement and to increase income.

OBJECTIVES: The general objective is to: “Contribute to the improvement of socio-economic conditions for Haitian workers, promoting the creation of human and social capital, with a special consideration given to Haitian female population, youth and migrant workers”. The project intends to promote a process of economic transformation and organizational development to achieve the goal of poverty reduction. Economic transformation aims at connecting territorial economy with dynamic markets, in a competitive and sustainable way. Organizational development wants to stimulate and facilitate local actors’ mutual and external (towards relevant agents) interaction and consultation, increasing opportunities and, consequently, the participation of the population in the growth process and its benefits. The intent is to improve socio-economic conditions for Haitian workers, fostering the generation of human and social capital, paying special attention to Haitian women, youth and migrant workers. This is achieved through the consolidation of an appropriate professional and technical training model for the labor market, and through the strengthening of an organizational and management model which increases an equal labor profitability, creating qualified employment opportunities, in compliance with international standards on decent work.

ACTIVITIES:

  • Refurbishing, equipping and activating educational workshops for professional training and organizing a data collection and dissemination system aimed at matching labor supply and demand on the local market.
  • Implementing a training, updating and requalification program for trainers.
  • Creating an employment service center to facilitate job placement.
  • Improving working conditions trough a tripartite social dialogue (government, enterprises, trade unions) on health and safety issues.
  • Organizing and providing legal, fiscal and management aid and assistance to support micro-entrepreneurial activities operating in the informal sectors of trade, logistics, services and construction fields.
  • Providing microcredit funding for the development of micro-entrepreneurs’ organizations.
  • Strengthening organizational, management and administrative capabilities for workers’ organization and for the informal sector.
  • Encouraging the participation of workers employed in the informal sector to a Social Security and Protection system and enhancing compliance with rules regarding Labor Law, Health and Safety in the workplace, women’s employment and Migrants’ Rights.

RESULTS:

  • Professional training system adapted to the labor market demand.
  • Qualified personnel permanently integrated in the labor market.
  • Increased social and human capital and work profitability.
  • Increased number of trained and registered workers’ organizations and documented presence of workers in the registers of institutional authorities.
  • Strengthened democratic and social dialogue processes.
  • Increased security for workers employed in the informal economy and employment stabilization.
